Unsatisfied

The packaged arrived in a good time, in good packaging, and the tape cleaner itself had a brand new look, undamaged in anyway
So why am I giving 2 stars ?, simple, this wet head video cleaner came incomplete, it did not have the video head cleaner formula, but when I go to other sites and research it, its supposed to come with the cleaner formula.
So it's an incomplete package, very unsatisfactory.
